I’ll sticky this discussion as it seems not everyone is aware of this series’ situation.
There are only 4 episodes for this series which are all here. Each episode is titled differently instead of the typical chronological numbers.
List of episodes (taken from wikipedia):
OVA1 “Episode 5: Millionaire Village”
OVA2 “Episode 2: Mutsu-kabe Hill”
OVA3 “Episode 16: At a Confessional”
OVA4 “Episode 9: The Run”
